Appointed as the Chief Executive Officer on 30th May, 2018, Mr. Okioma has worked as a Senior Officer at the Ministry of Interior and Coordination of National Government having risen to the rank of Secretary, in charge of Rehabilitation and Integration. He has a Master’s Degree in International Studies and a Bachelor’s Degree in Economics and Government. He was appointed vide Section 6 (1)(l) of the NACADA Act, 2012 and is the Secretary to the Board in his capacity as the Chief Executive Officer of the Authority.
Prof. John Muteti holds a Doctorate in Strategic Management, a Masters in Economic and Social Studies and a Postgraduate Certificate in Project Planning, Appraisal and Financing as well as a Post Graduate Diploma in Agri-Economics. He is currently in charge of the following dockets at the Authority.

Mr. Joel Kipkech Cherop is the Ag. Director of Compliance, Quality Control & Risk Management at the Authority. A long-serving District Commissioner, Mr. Cherop was seconded by the Ministry of Interior and Coordination of National Government to join the Authority in December 2018.
He oversees information and intelligence sharing in matters relating to alcohol and drug abuse (ADA) in all regions of the country in collaboration with other lead agencies as well as to carry out surveillance, monitor, evaluate policies and performance of treatment and rehabilitation centers.
The Directorate is also charged with reviewing and continuously improving the Authority’s Quality Assurance Policies.
CPA Patrick Obura has over 14 years’ experience in Financial Management, Internal and External Auditing, Risk Management, Tax Consultancy, and Compliance Management.
Currently, Mr. Obura serves as the Director of Corporate Services at the Authority since June 2018 where he coordinates all support services ranging from Finance, Human Resources and Administration, ICT and Corporate Communications. Prior to joining NACADA, he was Senior Manager of Audit & Risk at the Institute of Certified Public Accountants of Kenya (ICPAK).
CPA Patrick Obura holds a Master of Business Administration (Finance Option) and a Bachelor of Arts degree all from the University of Nairobi. He is also a Certified Public Accountant of Kenya and a member of the Institute of Internal Auditors Kenya.
Ms. Joyce Lisanza holds an MBA (Corporate Management), a Bachelor of Commerce in Human Resource Management; CPS Part I and a Diploma in Human Resource Management.
She joined the Authority in July 2017 and is in charge of the Human Resource and Administration Department overseeing recruitment, succession planning, training and development, employee compensation, development of HR policies and procedures, departmental work plans and general administration.
Ms. Twala holds a Master of Arts in Counselling Psychology and a Bachelor of Arts degree in Theology. She is in charge of the Counselling and Rehabilitation department of the Authority.
Mr. Makini holds an MBA in Finance and Strategic Management (CPA(K), CPS (K). He is in charge of overseeing operations in the Accounts, Finance and Administration departments of the Authority.
Mr. Lelei has over 12 years’ experience in Economic Planning, Monitoring and Evaluation, and Research. He holds two Masters Degrees in Economics and in Project Planning & Management both from the University of Nairobi. His Bachelor's Degree is in Education (Mathematics and Economics) from Moi University.
Currently, Mr. Lelei is in charge of the Policy and Planning department of the Authority.
Mr. Muchembi holds a Master of Science in Procurement and Logistics, a Bachelor of Business Management (Purchasing and Supply option) degree and a Diploma in Supplies Management. He is a Licensed Supply Practitioner and is in charge of the Procurement department of the Authority.
Ms. Maua holds a Master of Arts in Counselling Psychology, Bachelor of Psychology-Counselling degree and a Postgraduate Diploma in Education. She is a Global Master Trainer on Drug Use Prevention and is in charge of overseeing operations in the Public Education and Advocacy department.
Ms. Ibrahim holds a Master of Arts in Communication Studies and a Bachelor of Arts degree in Design. She is a Certified Public Relations Analyst and is in charge of overseeing operations in the Corporate Communications department.
